Adding HLT54121 is not a routine scope change but a multi-year project spanning three regulators — ANMAC, NMBA and ASQA. OBA manages the whole pathway from feasibility to first cohort.

Each regulator has its own remit and its own gate. Get the order wrong and the project stalls — the steps must happen in sequence.
Program accreditation
ANMAC program accreditation comes first. RTOs without the Diploma on scope must apply to ANMAC before ASQA, and accreditation is conditional on the qualification later being added to scope.
Independent program approval
NMBA approval is an independent review, after which the program is listed on the Approved Program of Study list.
Scope of registration
ASQA scope via asqanet under the Standards for RTOs 2025. Newly registered RTOs cannot apply until they have operated at least 24 months.
