Why this is hard

One qualification, three regulators, a defined sequence.

Each regulator has its own remit and its own gate. Get the order wrong and the project stalls — the steps must happen in sequence.

1ANMAC Comes first

Program accreditation

ANMAC program accreditation comes first. RTOs without the Diploma on scope must apply to ANMAC before ASQA, and accreditation is conditional on the qualification later being added to scope.

2NMBA

Independent program approval

NMBA approval is an independent review, after which the program is listed on the Approved Program of Study list.

3ASQA

Scope of registration

ASQA scope via asqanet under the Standards for RTOs 2025. Newly registered RTOs cannot apply until they have operated at least 24 months.

How long does it take?
It is a multi-year project across three regulators. ANMAC's full process takes up to 24 months, which includes lodging an Intention to Submit at least 12 months before submission and an ANMAC assessment and site visit of 9–12 months. NMBA approval and the ASQA add-to-scope steps follow before your first cohort.
What's the difference between ANMAC accreditation and ASQA scope?
ANMAC program accreditation comes first and accredits the program against the Enrolled Nurse Accreditation Standards 2017. NMBA then conducts an independent approval and lists the program on the Approved Program of Study list. ASQA scope of registration — adding HLT54121 via asqanet under the Standards for RTOs 2025 — is the final regulatory step.
Can you guarantee accreditation?
No — decisions rest with the regulators.
We're a newly registered RTO — can we start now?
Newly registered RTOs cannot apply to add HLT54121 to scope until they have operated at least 24 months, under the Standards for RTOs 2025. Feasibility and program build can begin earlier so you are ready when eligible.
What facilities and staff do we need?
Requirements are set by the ANMAC Enrolled Nurse Accreditation Standards 2017 — including a Head of Discipline registered as an RN with a relevant postgraduate qualification, a minimum 400 hours of workplace experience (exclusive of simulation), and the resources, assessment and workplace-experience arrangements described in the standards.
